There is the Law of the Republic of Belarus on Alternative Service. Citizens liable for military and reserve service, medically and physical fit can be sent to the alternative service, if they personally declare that the adoption of the Military Oath, the wearing and the use of weapons, direct participation in the production and maintenance of weapons, ammunition and military equipment are in contrary to their religious beliefs insofar it becomes impossible to carry out military service.
The military duty is performed by male citizens who are medically and physically fit for its implementation, regardless of origin, social and property status, race and nationality, education, language, attitude to religion, occupation, political and other convictions, as well as female citizens who meet the established requirements and received training in the specialties necessary for the Armed Forces and other military formations.
Military duty does not apply to foreign citizens and stateless persons residing in the territory of the Republic of Belarus.
Citizens are exempt from conscription for military service and reserve service only in accordance with the grounds and conditions established by Law of the Republic of Belarus on Military Duty and Military Service of 1914-XІІ of 5.11.1992.
Conscripts have no possibility to choose the place of civil service.
Ministry of Labor and Social Protection of the Republic of Belarus responsible in the sphere of alternative service for:
For servicemen who do not have higher education - 18 months;
for servicemen with higher education - 12 months.
Full refusal of service is not provided in the Republic of Belarus.
Belarus remains one of the few member states of the Organization for Security and Cooperation in Europe (OSCE), which does not give legal possibility to conscientious objection on the basis of secular beliefs.

The head of the religious structure has the right to confirm in writing that a particular conscript is a parishioner, but only if the relevant structure is registered in Belarus, and not everyone is registered. In addition, its religious structure should stipulate in its statute that its adherents can not serve in the army.
The conscription commission makes a decision to replace military service with an alternative one, if the materials and oral information submitted by a citizen, as well as documents and information received by the commission independently, confirm the existence of grounds that discourage the passage of military service.
During the period of military service, there is no transfer to the ACS possible by law and, also, if a citizen of Belarus already passes an alternative service, then it is impossible to change it to a military one.
